## Summary

**Prevent foreign-adversary control of high-wattage smart appliances that could be used to manipulate U.S. electricity demand.** This bill would require a national security risk assessment, set clear definitions for covered devices and actors, and codify Executive Order 13873 into statute to guide possible restrictions or rules. - Families and consumers: Covers household appliances that draw more than 500 watts, such as electric vehicle chargers, dryers, and water heaters. It would enable labeling or certification rules that affect what smart appliances can be sold or bought. - Manufacturers and importers: Targets companies under foreign-adversary influence and notes some hold more than 25 percent of the major U.S. appliance market. Covered firms could face transaction limits, federal procurement bans, or new certification requirements. - Federal agencies and grid operators: Would require the Secretary of Commerce to deliver a Commerce-led report within 270 days after enactment assessing deployment, risks, and mitigation options. The report may recommend applying EO 13873 to IoT devices, restricting procurement, and other steps to reduce demand-manipulation risks.
