## Summary

**Creates a new opt-in low-value import pathway for shipments valued at $600 or less.** It would let approved express carriers handle customs entry under tight controls and collect substitute fees instead of many traditional duties. - Express consignment carriers would be allowed to clear eligible low-value packages but must submit CBP-approved electronic advanced manifests, assume liability to CBP, run integrated door-to-door operations, and enter narcotics information sharing and enforcement agreements. - Small importers and shoppers could opt in for shipments worth $600 or less and pay a substitute fee instead of normal duties, choosing among a 20 percent ad valorem charge, the equivalent formal-entry tariff rate, or other fixed or ad valorem duties. - Fees collected by carriers would be remitted quarterly to U.S. Customs and Border Protection and deposited into the Treasury general fund, while shipments subject to antidumping or countervailing duties, tariff-rate quotas, and certain alcohol, tobacco, and other agency-collected taxes or fees would be excluded from the pathway.
