## Summary

**Creates a DHS Blue Campaign Certification Program** that would encourage employers in high-risk industries to train employees to recognize and respond to human trafficking. The program would grant a one-year certificate of completion that eligible employers may display publicly and be listed in the Federal Register. - Employers: Businesses in defined "covered industries" could apply each year during a DHS window that begins no later than Jan 31 and ends not earlier than Apr 30. Applications must describe the training offered and DHS may charge a reasonable fee to cover program costs. - Workers: Employees in those industries would receive standardized training to spot and respond to suspected human trafficking, giving frontline staff clearer guidance on recognition and referral. - DHS oversight and transparency: DHS would administer the new program through an added section of the Homeland Security Act, expand coordination with private and academic experts, publish certificate recipients, and report to congressional committees starting not later than two years after enactment on application counts, fees collected, certificates issued (with names), and program costs.
