## Summary

**Adds local distribution system security to State energy security plans.** The bill would broaden who those plans cover, require stronger risk assessments and mitigation for physical and cyber threats, and set a sunset date of September 30, 2031. - States: States must add local distribution system security to their energy security plans and submit those plans. Submissions would not have to be approved by the Secretary. - Utilities and suppliers: Electric utilities and suppliers of equipment for generation, transmission, and distribution are explicitly covered. The bill defines a local distribution system as utility-owned infrastructure at 100 kilovolts or less. - Risk and resilience: Plans must address weather, physical attacks, supply chain risks, and cybersecurity vulnerabilities and use a mandatory risk mitigation approach to improve reliability and end-use resilience.

- Grid security rules would end in 2031: mixed, high. If enacted, the bill would make this grid security section expire on September 30, 2031. On that date, the authorities and requirements under this section would end. States, utilities, and suppliers that relied on it would need to shift to other laws or plans. The change would start upon enactment.
- New rules for suppliers and local lines: mixed, medium. If enacted, the bill would add equipment suppliers to the groups covered by these grid security rules. Supplying equipment for the generation, transmission, or distribution of electricity would be a covered activity. It would also define local distribution systems as utility-owned energy infrastruc…
