**Would expand affordable housing for very-low-income households.** It would create a HUD-run grant competition to fund development or rehabilitation of single- and multi-family homes that cut development costs and meet resiliency, energy-efficiency, and accessibility standards. - Families: Targets households with incomes at or below 50 percent of area median income and requires HUD to report the number and the sales or rental prices of homes built. - Developers and organizations: Academic institutions, nonprofits, and mission-driven for-profit or nonprofit developers would be eligible to compete for grants tied to contracts to build a pre-set number of compliant homes. - Communities and climate resilience: Prioritizes projects in areas with severe affordable housing shortages and favors durable, low-maintenance, neighborhood-compatible designs that use universal design. HUD must coordinate with the Department of Energy and the Environmental Protection Agency and study short- and long-term energy and resiliency savings.
