## Summary

**This bill would set federal, health-focused humanitarian standards for people held by ICE and CBP.** It prioritizes timely medical screening, basic hygiene and nutrition, safe shelter, and stepped-up oversight and staff training for custody facilities. - People in custody and their families would get an initial in-person health screening within 12 hours, or within 6 hours for high-priority cases. Screenings must cover vitals, glucose checks for suspected diabetics, weight for children under 12, medication management, and access to psychological support. - Facilities would have to provide at least 1 gallon of drinking water per person per day and three meals totaling not less than 2,000 calories for people 12 and older. They must also offer private toilets and showers, diaper changing, accessible housing for people with disabilities, temperature-appropriate bedding and clothing, and space for quiet sleep. - The Department of Homeland Security would arrange training for ICE and CBP staff on humanitarian care and child abuse indicators, require contractor compliance, and allow unannounced inspections by the DHS Inspector General. Video monitoring must be preserved for 90 days and the bill would require planning documents to Congress within 60 days and full implementation within 6 months of enactment.
