## Summary

**Expands grant eligibility for HBCUs and Predominantly Black Institutions that offer master's programs.** The GRAD Act would add new eligibility categories to two Higher Education Act grant programs so more qualifying institutions can compete for existing awards. - Section 723 gains a new Subparagraph (S) to let Part B institutions that offer a qualified master's degree and are not already listed apply to that grant program. This opens access for additional HBCUs that meet the master's requirement. - Section 724 gains a new Subparagraph (F) to let Predominantly Black Institutions that offer a qualified master's degree and are not already listed apply to that grant program. This broadens which PBIs can compete for those funds. - The bill replaces fixed dollar-threshold phrasing (previously $9 million and $2.5 million) with language allocating "any remaining amount" after earlier distributions and updates cross-references to include the new subparagraphs.
