## Summary

**Establishes a system for real-time public monitoring of detainee health in U.S. immigration detention.** The Stop Inhumane Conditions in ICE Detention Act of 2026 would require internet-accessible records of reported disease or injury, each diagnosis, each prescribed treatment, and each treatment outcome. It would cover DHS-operated spaces, contractor-run facilities, and any place used to detain noncitizens longer than four hours. - Detainees and their families would gain transparency and a way to raise concerns. An anonymous, multilingual complaint system must be set up within six months and be available at secure digital kiosks or by toll-free hotline. Retaliation allegations must trigger an investigation by the DHS Inspector General or the Office of the Immigration Detention Ombudsman within 14 days and reporters receive a language-appropriate report. - Facility staff and health teams would face new operational rules. All staff must get mandatory training on the reporting system with no exemptions and each facility would employ a full-time health services liaison. The DHS Inspector General would conduct annual audits, including reviews of menstrual care, pregnancy outcomes, and trauma-informed services. - Contractors, DHS leadership, and Congress would face stronger oversight and consequences. Quarterly public reports would start 15 months after enactment and be sent to House and Senate homeland security committees. After a third verified health complaint at a facility the Secretary would have to evaluate whether to terminate the operating agreement and publish that determination. Members of Congress and designated staff would have access rights with 24 hours’ advance notice allowed for staff but not required for Members.
