## Summary

**count incarcerated people at their last usual place of residence.** This bill would require the Census Bureau to attribute people held in state, Federal, county, municipal, and youth detention facilities to the address where they usually lived before incarceration, beginning with the 2030 decennial census. - Families and home communities would see those individuals added to their local census counts used for congressional redistricting. This shifts representation toward the communities where people lived before incarceration. - Towns and counties that host prisons would no longer have incarcerated people counted as residents for redistricting purposes. That reduces the population counts that those host communities currently receive. - State redistricting officials would be required to treat an incarcerated person’s last usual place of residence in the State as that person’s residence when drawing congressional districts. The change links census tabulation to redistricting rules for the 2030 census and after.
