## Summary

**This bill would bar social media platforms from using personalized recommendation systems for children and teens** and would also prohibit platforms from maintaining accounts for children under 13. It would link school broadband discounts to school policies that block student access to social media on funded services. - Families and children: Platforms could not allow accounts for anyone under 13. If a platform knows a user is a child it must delete that child's personal data and, if technically feasible, provide the child a copy of their data within 90 days. - Schools and districts: Schools that get school broadband discounts must certify they enforce policies to block student access to social media on funded services and devices. Schools must certify within 120 days of the first funding year and be fully compliant by the second program year or lose discount eligibility, with limited waivers for procurement rules and some library exceptions. - Platforms and enforcement: Platforms could only use device type, languages, city, the fact the user is a child or teen, and age for any recommendations to children or teens. The Federal Trade Commission could enforce violations as unfair or deceptive acts and state attorneys general could bring parens patriae actions with notice to the FTC, and Title I would take effect one year after enactment.
