## Summary

**A new federal Election Security Fund** creates an EAC-run grant program to pay states for upgrading voting equipment, cybersecurity, paper ballots, and election infrastructure, and it ends taxpayer financing of presidential campaigns by moving those balances into the Fund. - States and election officials: Can receive Election Assistance Commission grants to buy secure voting gear, strengthen cybersecurity, protect equipment storage, modernize systems, and purchase paper ballots. Grants require an approved spending plan, public reporting, vendor certification, and administrative costs are capped at 5%. - Voters and election rules: Payments prioritize states that use verifiable paper ballots with post-election audits, require specified government photo ID at polling places, and cooperate with federal verification services to deter noncitizen registration or voting. - Campaigns and taxpayers: Terminates the Presidential Election Campaign Fund and the primary matching payment account and transfers remaining balances into the Election Security Fund. Tax forms will let taxpayers designate payments to the Fund for tax years ending after Dec 31, 2025.
