## Summary

**Would let grantees reuse leftover disaster management funds for preparedness, mitigation, and related management costs.** It would define “excess funds for management costs” and let the President make those funds available to grantees and subgrantees for capacity building and management costs tied to disasters, emergencies, preparedness, or mitigation. - Grantees and subgrantees: Could use excess management-cost funds for activities that build capacity to prepare for, recover from, or mitigate major disasters or emergencies, and for management costs tied to disasters, emergencies, preparedness, or mitigation activities. - Timing and scope: Excess funds would remain available to recipients for five years after they are made available. The changes apply only to declarations made on or after enactment and to amounts appropriated on or after enactment. - Oversight: Requires a Government Accountability Office study within 180 days on actual management costs during major disaster declarations and a five-year review of management-cost amounts, uses, and disaster durations. - Funding: The bill states no additional funds are authorized to carry out these amendments.
