## Summary

**This bill would limit pre-removal detention at Department of Homeland Security and Executive Office for Immigration Review facilities.** It bars taking an alien into custody before a removal order when the alien is arriving at or departing those facilities, except where an immigration judge finds the alien is not of good moral character, and it restricts public display of parties' names in EOIR public areas to protect privacy. - Noncitizens in immigration proceedings: Stops DHS from taking an alien into custody before a removal order while the alien is arriving at or departing any DHS field office or EOIR facility, unless an immigration judge finds the alien is not of good moral character. - Court visitors, attorneys, and parties: Prohibits the Attorney General from displaying the name of any party to an immigration proceeding, other than the United States, outside the hearing room or in any publicly accessible area of an EOIR facility. - Immigration determinations: Changes the "good moral character" rule so that unlawful presence or unlawful entry cannot alone be the basis for finding an alien is not of good moral character under the Immigration and Nationality Act.
