## Summary

**Blocks new federal energy efficiency standards for HUD- and USDA-financed housing.** This bill would withdraw the final determination on energy efficiency for HUD- and USDA-financed new construction and bar those agencies from using federal funds to implement or enforce that determination or any substantially similar rule. It would also stop the Department of Veterans Affairs from doing the same and prevent the Federal Housing Finance Agency from finalizing or enforcing related energy-efficiency rules. The bill adds a requirement to the Cranston-Gonzalez National Affordable Housing Act that not fewer than 26 States must have adopted codes or standards that meet or exceed the revised requirements before similar federal standards can proceed. - Families and renters: Keeps the energy rules that applied before the withdrawn determination, so new HUD- or USDA-financed homes would follow the prior efficiency standards rather than the newer ones. - Housing providers and builders: Would mean developers using HUD or USDA funds do not have to meet the recently issued higher efficiency standards for new construction. - Federal agencies and states: Bars HUD, USDA, and VA from implementing the cited rule and prevents FHFA from finalizing related standards, and ties future federal action to a 26-State adoption benchmark.

## Provisions PRIA read

- Block federal energy-efficiency rules: mixed, medium. This bill would require HUD and USDA to withdraw the final energy-efficiency rule for HUD- and USDA-financed housing (89 Fed. Reg. 33112). It would bar HUD, USDA, and VA from using federal funds to implement or enforce that rule or any similar rule. It would also stop the Federal Housing Finance Ag…
- Require 26 states match energy codes: mixed, medium. This bill would add a rule that at least 26 States must adopt an energy code or standard that meets or exceeds a revised code before federal action. If enacted, HUD-related energy-efficiency decisions would be tied to that 26-State benchmark. That could delay or limit new federal energy-efficiency…
