## Summary

**Preserve access to rural health services.** This bill would let eligible rural hospitals, clinics, behavioral health centers, home health agencies, and long-term care facilities use certain USDA rural development funds to refinance debt, upgrade telehealth, or cover operating and reserve needs. - Rural providers: Eligible facilities located in areas with 50,000 or fewer people could use community facility assistance or section 310B aid for debt refinancing, telehealth upgrades, or ancillary costs. The change would take effect 6 months after enactment. - High-need places: The Secretary may waive an application rule for insolvent facilities or those in persistent poverty areas, socially vulnerable communities, or distressed areas. "Persistent poverty area" means a 20%+ poverty rate across roughly 30 years. - Program limits: Assistance is allowed only if it helps preserve local services, meaningfully improves a facility's financial position, and meets the Rural Development Agency's feasibility and security requirements.
