This bill would exempt certain recycling units that process spent petroleum catalyst from hazardous-waste furnace rules to speed recovery of vanadium and other metals and strengthen U.S. supplies for steel, energy, and defense. - Manufacturers, infrastructure, and defense: Would make it easier to get vanadium domestically by promoting recycling of spent hydrotreating and hydrorefining catalyst for use in steel, energy storage, and defense applications. - Recyclers and refineries: Would clarify that roasters, furnaces, and hydrometallurgical units reclaiming metals from spent petroleum catalyst (K171 and K172) are excluded from Boiler and Industrial Furnace requirements and can use the transfer-based exclusion at 40 C.F.R. 261.4(a)(24). - Environmental regulators: Directs the Environmental Protection Agency to issue a final rule revising Solid Waste Disposal Act subtitle C regulations, lets that rule take effect on publication, and allows the agency to proceed without the standard notice-and-comment process.
