## Summary

**Prevents people barred by federal or state law from obtaining ammunition through private transfers.** This bill would route most private ammunition sales through licensed importers, manufacturers, or dealers so those sellers can confirm the buyer is legally allowed to possess ammunition. - People prohibited from possessing ammunition: Makes it illegal for an unlicensed person to transfer ammunition to someone who is not licensed unless a licensed importer, manufacturer, or dealer first takes possession to check the transfer restrictions. - Licensed importers, manufacturers, and dealers: Would have to take possession for these transfers, follow federal firearms requirements as if selling from their inventory, give transferees a written notice of the prohibition, and obtain a signed certification from the transferee. - Families and emergency transfers: Preserves exemptions for bona fide gifts or loans among defined family members and allows temporary transfers needed to prevent imminent death or great bodily harm, including in domestic violence situations. - Law enforcement, military, estates, and some temporary uses: Exempts official law enforcement and armed forces actions, estate or trust administrators acting by law, transfers approved under the tax code, and certain temporary transfers like ranges, hunting, trapping, or fishing when the transferee is unlikely to misuse the ammunition. - Legal clarity and timing: Clarifies it does not create a national firearms or ammunition registry and preserves State authority on the subject. The rules would take effect 180 days after enactment.
