## Summary

**Measure and accelerate U.S. energy productivity.** This bill would create a federal program to baseline, monitor, and report how efficiently energy inputs deliver economic and social value, and to identify ways to improve performance. - Policymakers and agencies would get new data tools. The Energy Information Administration would publish an "Energy Productivity Indicators Quarterly" aligned with Bureau of Labor Statistics output measures, and the Secretary of Energy must publish a national baseline within 18 months. - Businesses and workers would see targeted analysis of competitiveness and jobs. Comprehensive assessments every three years would quantify economic impacts, examine policy pathways to cut energy costs, and evaluate risks like stranded assets. - Communities, households, and the environment would be part of the analysis. Each assessment must consider lifecycle effects on water use, pollution, public health, materials, and waste and estimate benefits such as lower pollution and energy costs.
