## Summary

**Grants to municipalities hosting U.S. Immigration and Customs Enforcement (ICE) detention or processing facilities.** This bill would create a Department of Homeland Security grant program to help localities cover unrealized property tax revenue and the costs of operating public utilities, capped at the prior fiscal year's combined shortfalls and costs, with five-year awards that can be renewed while a facility operates. - Municipalities and local governments: Eligible towns or cities that host or are developing ICE processing or detention facilities could apply and must document financial need, provide a cost‑benefit analysis, and list other federal or local funds received. - Public utilities and local services: Grant funds may defray unrealized property tax revenue or pay operating expenses for water, gas, electricity, internet, garbage, recycling, and sewer systems. Grantees should, to the extent practicable, make the facility self-sufficient for utilities or extend utility capacity. - Regional partners and joint applicants: Two or more entities may apply together. The Secretary would publish guidance and encourage joint grants to improve cost effectiveness and regional efficiency.
