## Summary

**Broadens HSA eligibility beyond high-deductible health plans to include qualified ACA Exchange plans and employer group health plans.** This bill would replace the old HDHP requirement with a new "covered health plan" test that covers qualified health plans offered through ACA Exchanges and group health plans under the Public Health Service Act. - Families and individuals who buy coverage through ACA Exchanges could open and contribute to Health Savings Accounts if their plan is a qualified health plan. This makes HSAs available to people who previously were excluded because their plan was not a high-deductible plan. - Workers enrolled in employer group health plans would also become eligible to use HSAs even when their employer plan is not a high-deductible health plan. This could expand HSA access for many employees who get coverage through work. - The Internal Revenue Code would be updated so multiple tax provisions use the new "covered health plan" definition. The change would apply to taxable years beginning after December 31, 2026.
