## Summary

**Expanded consumer access to household energy usage and cost data** would let people share detailed electric and natural gas information with apps and trusted third-party services. It would create common data standards, privacy rules, certification, and performance requirements so new energy-management products and demand-response services can compete. - Consumers and households — Would get retail electric and natural gas information in machine-readable, open-standards formats, delivered near real-time where practicable, at meter-level granularity, with at least 24 months of history. - App developers and device makers — Would gain certified channels and standardized consent processes, access to meter software documentation, dispute and due process rights, and systems would be required to meet performance rules such as 99% Green Button availability. - States, utilities, and markets — State energy offices could submit policies for federal certification and receive grants, and the Department of Energy and the Federal Energy Regulatory Commission would produce a joint report within one year on using meter-level data to settle wholesale electricity markets. *This bill would increase federal spending by about $10.0 million in fiscal year 2026 to support state grants and implementation.*
