## Summary

**Pauses ICE biometric and surveillance funding** until Congress receives a detailed report and a new policy that protects constitutional and privacy rights. It would also require deletion of recent biometric data unless the Department of Homeland Security issues the required rules. - Would bar ICE from obligating funds to operate biometric or other surveillance systems (including ICE's Intelligence Records System), from entering into or continuing contracts for those systems, and from hiring additional officers or staff, starting 30 days after enactment. - Would require the Secretary to delete all biometric or surveillance information collected by an immigration officer from January 1, 2026 through the date of enactment within 30 days, unless the Secretary issues the policy described in the bill. The mandated policy must prohibit using such systems to collect or store information gathered when someone exercises constitutional rights and must set rules on access, storage, retention, notice, contesting, and removal. - Would prevent the Department from using funds to restrict an individual's ability to record enforcement or removal operations so long as the recording does not interfere with the operation. The bill also requires cost reporting, training on local facial recognition bans, and rules ensuring First Amendment activity is not treated as credible threat activity.
