## Summary

**Reassigns the National Threat Evaluation and Reporting (NTER) Program to DHS's Office for State and Local Law Enforcement.** It would also shift NTER funding out of the National Intelligence Program and require DHS to use non‑intelligence funding streams to support the program. - State, local, Tribal, and territorial partners would continue to get NTER threat-assessment and reporting support, and the transfer must not reduce capabilities or services to them. - DHS would move NTER personnel, assets, equipment, records, and unspent balances to the Office for State and Local Law Enforcement within 180 days while keeping operations running. - The bill bars use of National Intelligence Program funds for NTER on the transfer date and directs DHS to identify non-NIP sources, such as DHS appropriations for state and local programs or preparedness grants. - DHS must report to the House Committee on Homeland Security and the Senate Committee on Homeland Security and Governmental Affairs 120 days after enactment and then every 180 days for two years on transfer progress, funding adjustments, operational impacts, and challenges.
