## Summary

**Limit Department of Defense excess property transfers to counterterrorism use.** This bill would sharply narrow the 1033 program and add strict bans, community notice and local-approval rules, plus new reporting and return requirements. - Local and state law enforcement agencies would be barred from receiving many "controlled" items, including firearms and ammunition, MRAP-type vehicles, armored drones, silencers, explosives, and long-range acoustic devices. Some limited transfers of non-automatic firearms and certain vehicles would be allowed only for specific public-safety or disaster purposes after Secretary‑approved training and a certification that they will not be used for routine patrols. - Local governments and communities would gain mandatory public notice and approval rights. Non-Federal recipients must publicly post transfer requests at multiple locations and online for at least 30 days and secure local government approval before receiving property. - The Department of Defense and Federal recipients would face tighter accountability and oversight. The bill would require annual certifications, quarterly reports to Congress on controlled equipment use, in-person inventory confirmation, suspension authority for noncompliance, and a 100 percent accountability certification before further transfers could proceed.
