## Summary

**Restrict federal health insurance funds to U.S. citizens and lawfully present immigrants.** This bill would change the Affordable Care Act's section 1332 waiver rules so pass-through federal payments cannot be used to offset premiums, cost-sharing, or any other benefit for people who are not citizens, nationals, or lawfully present. - Noncitizen individuals not lawfully present would be barred from receiving benefits paid with federal pass-through funds, including premium or cost-sharing reductions. - States that rely on section 1332 waivers would no longer be able to use federal pass-through funds to subsidize coverage for unauthorized immigrants. The Secretary of Health and Human Services would be required to rescind any previously approved waiver within 30 days after enactment that would not meet the new rule. - Federal funding rules would be narrowed so pass-through payments can be used only for citizens or aliens lawfully present, changing how some state waiver dollars could be spent.
