## Summary

**Permits federal mineral leasing inside Carlsbad, New Mexico when the city consents.** The bill would let the Secretary of the Interior lease mineral deposits on federal or acquired land within the city's boundaries even though the Mineral Leasing Act usually excludes incorporated places.
