## Summary

**Boosts U.S. biomanufacturing scale-up capacity.** The bill would require at least two federally funded bioindustrial technology maturation facilities to derisk and accelerate commercial deployment of biotechnology products for nonpharmaceutical uses and to form an open-access network for pilot, demonstration, and early manufacturing. - Innovators and manufacturers would gain user facilities for pilot and demonstration projects, shared scale-up equipment, interoperable data tools, and options for cost-sharing to lower the risk of commercialization. - Rural communities and feedstock suppliers would see coordinated projects and workforce development aimed at converting biomass and waste streams into biointermediates and expanding domestic supply chains. - Federal labs and partners would coordinate across agencies to plan facility locations and capabilities, follow IP rules that place Federal employee-created IP in the public domain for broad use, and follow timelines that include an RFI and a strategic plan to define capacity and operations. *Authorizes $225.5 million in appropriations for fiscal years 2026–2030 to carry out the new facilities and activities.*
