## Summary

**Bans most nitrous oxide consumer products nationwide.** This bill would treat consumer products that contain nitrous oxide as banned hazardous products under the Consumer Product Safety Act starting 180 days after enactment, while carving out licensed medical and dental care, commercial food production, and legitimate research and development. It also excludes nitrous oxide used as a propellant inside pressurized food containers. - Families and casual users: Retail availability of nitrous oxide consumer products known as "whippits" or whipped-cream chargers would drop as those items become banned after 180 days. - Medical and dental professionals: Licensed providers may continue to use and obtain nitrous oxide for patient care without the ban applying. - Commercial food producers and commercial kitchens: Businesses that use nitrous oxide in food manufacturing or commercial food prep keep that access under the carveout. - Researchers and institutions: Accredited academic, business, nonprofit, and government R&D activities remain permitted. - Manufacturers and retailers: Sales of nitrous oxide consumer products would be prohibited except when supplying the carved-out medical, food production, or R&D uses.
