## Summary

**Resident ownership of manufactured home communities** would get a federal boost through a new competitive HUD grant program that helps resident groups buy and own their parks. The bill sets model-law notice rules, resident purchase protections, and spending rules that prioritize land and infrastructure. - Residents and homeowner groups would get stronger purchase rights. Owners must give a 60-day written notice before a sale and if a resident group representing more than 50 percent of owner-occupied homes offers matching price and substantially the same terms the owner must sell or negotiate in good faith. Residents then have 120 days to form a cooperative or corporation and arrange financing. - Eligibility is limited to Title I recipients in States, Indian tribes, or insular areas that adopt the bill's model laws or submit HUD-approved data showing effective purchase opportunities. Once an entity qualifies it retains eligibility for a 3-year period. - HUD would run the competitive grants, require at least 25 percent of funds for land acquisition and infrastructure, allow remaining funds for Title I eligible activities, and may waive some legal requirements except those protecting fair housing, nondiscrimination, labor, the environment, and benefits for low- and moderate-income people. The bill also authorizes appropriations to carry out the program.

- Resident purchase notice and rights: benefit, medium. If enacted, owners would have to give written notice to residents and the local housing agency at least 60 days before accepting a final sale, lease, or transfer offer. The notice would state price, terms, and deadlines, and for multi-property sales it would give both the total price and the price…
- State eligibility tests and definitions: benefit, low. If enacted, a State, tribe, or insular area would qualify places for the HUD grant program only after adopting model notice-and-purchase laws or submitting data that shows an "effective purchase opportunity." The bill would define that data as a 1- to 5-year period where residents got sale notice i…
