## Summary

**Ban on prediction-market trades by covered federal officials.** This bill would create new federal rules barring a wide set of "covered individuals" from buying, selling, or offering prediction-market contracts that depend on the occurrence or extent of specific political events. - Members of Congress, their spouses, and dependent children would be prohibited from entering prediction-market agreements tied to political outcomes. This closes trades by close associates as well as the officeholder. - The ban would also apply to the President, Vice President, political appointees, senior executive employees at or above high GS pay levels, certain senior military officers, and judicial officers and employees. Supervising ethics offices must issue guidance on any unclear terms. - Violations would trigger penalties set by the supervising ethics office that include a fee equal to 10% of the transaction value and disgorgement of profits paid into the Treasury. Ethics offices would publish each fine, the reason for it, and the result on a public website.
