## Summary

**This bill would treat many tax return preparers as** **voter registration agencies** so they must give clients easy access to voter registration forms in offices or via prominent links in online tax services.** - Taxpayers: People using in‑person or online tax preparation would see state mail registration forms in offices or prominent hyperlinks to the official mail form or state online registration site, making forms easier to find. - Paid tax preparers: Preparers who prepare at least 100 individual returns would be treated as designated voter registration agencies and must display forms in offices or show clear links in the same software used for online tax services. - Volunteer preparers and sites: Certified volunteer preparers funded by the Community Volunteer Income Tax Assistance Matching Grants Program or the Tax Counseling for the Elderly Program must follow Treasury guidance, include the intake question "Do you want to receive a form today to register to vote or update your voter registration information?", and clearly display voter registration forms at sites. - Election administration: The Election Assistance Commission would write regulations, in consultation with the Treasury, and the Treasury would issue guidance and revise intake and site requirements to carry out these rules.
