## Summary

**This bill would create a HUD-led demonstration to _accelerate development of workforce and affordable housing_ in places with rapid local workforce growth.** It would award up to 15 competitive grants to local governments or public housing agencies that commit to zoning and permitting reforms. - Families and workers would gain new housing that must include affordable units: at least 30% of workforce housing created with grant funds must be affordable and each unit must remain affordable for at least five years. - Eligible local governments and public housing agencies must show workforce expansion tied to federal investments under the Infrastructure Investment and Jobs Act (IIJA) or the CHIPS and Science Act and evidence of a housing shortage, and submit plans to reform zoning and permitting. - Eligible reforms include upzoning, by-right multifamily near transit, expedited permitting, reduced parking minimums, smaller lot sizes, accessory dwelling units, and easing barriers to manufactured or modular housing. - Grant funds can convert commercial space to housing, support development or rehabilitation via public-private partnerships, provide technical assistance, and acquire properties in mixed-income neighborhoods. HUD must prioritize jurisdictions that most streamline barriers and must fund an independent study 18 months after awards and annually thereafter to measure effects on approval, construction, and completion timelines.
