## Summary

**Tracks new small business entrants in federal contracting.** The SPUR Act requires agencies to add counts of first-time prime-contract awardees by NAICS code and owner type, and to compare those counts to the prior fiscal year when available. - Small businesses owned and controlled by service-disabled veterans, qualified HUBZone firms, socially and economically disadvantaged individuals, and women will be counted as new entrants on the annual scorecard by NAICS code and compared to prior-year awards when available. - Federal agencies must record these new-entrant measures in the scorecard and use the Act's definition of a new small business entrant as a firm that has not previously been awarded a prime contract by any Federal agency. - The law does not authorize additional funds to implement these changes, so agencies must add the reporting within existing budgets. *Projected to be budget-neutral and does not authorize new spending.*

## Provisions PRIA read

- Track new small businesses winning contracts: benefit, medium. If enacted, federal agencies would add to their scorecards how many first-time small firms won prime contracts in each industry code. Counts would include women-owned, service-disabled veteran-owned, HUBZone, and disadvantaged-owned firms. Agencies would compare results to the prior year when data…
- No new funding to implement bill: cost, low. This bill would not authorize new money to carry it out. Agencies would need to use current budgets or move funds to comply. That could slow or limit how fast the reporting rules roll out.
