## Summary

**This bill would impose automatic sanctions on senior Hungarian officials who block additional U.S. or EU assistance to Ukraine or facilitate Russian oil or natural gas imports.** It would push Hungary to cut its dependence on Russian energy and require formal, time‑bound diversification steps to avoid penalties. - Hungarian officials designated under the bill would face property blocking under the International Emergency Economic Powers Act and visa ineligibility with immediate revocation and cancellation of other entry documents. - Hungary can avoid sanctions by adopting and beginning to implement a public, time‑bound plan to end dependence on Russian oil and gas with substantial diversification by 2028 and by maintaining 180 days without obstructive actions. The President may also waive sanctions for up to 180 days for vital national security reasons if the individual agrees to refrain from sanctioned actions for at least one year. - The Treasury and State Departments must report within 30 days to four congressional committees on any U.S. licenses or "comfort letters" issued on or after Oct. 22, 2025 and estimate the volume and value of Russian oil and gas Hungary purchased under those authorizations. The report must be unclassified with an optional classified annex.
