## Summary

**Removes transit-oriented development projects from eligibility for two major federal transportation loan and credit programs.** It also ends a federal Transit-Oriented Development planning pilot program to narrow program support for TODs. - Transit agencies and developers would no longer be able to use TIFIA or RRIF for projects defined as transit‑oriented development, including project components designed for commercial or residential use. This cuts a financing route commonly used for large mixed‑use projects. - Local governments and planners would lose access to the dedicated Transit‑Oriented Development Planning Pilot, reducing a federal source of planning support and technical assistance for TOD efforts. - Federal program rules and authorities would be tightened rather than expanded. The bill does not create new funding and the changes apply to applications submitted on or after enactment.
