## Summary

**Would create mandatory, decade-long audits to identify and consolidate or eliminate duplicative, wasteful, or outdated federal agencies and programs.** The bill sets a timeline and a fast-track path to turn audit recommendations into law while requiring savings be used to reduce the national debt and providing rules for relocating affected employees. - Federal agencies and programs: Each program would be evaluated by the Comptroller General using a non-Federal auditor within 1 year of enactment and then every 10 years. The auditor must recommend consolidating two or more entities that share an essential function and suggest elimination of programs that have completed their purpose or wasted funds. - Federal employees: If positions are eliminated the bill would require agency heads to reasonably relocate affected employees within the same agency or to another federal agency. - Congress and implementation: The Comptroller General must submit implementing legislation and chairs of two oversight committees must introduce it by the 15th calendar day after the report. Floor debate would be limited to 10 hours and no amendments would be allowed.
