## Summary

**Would create a federal Clearinghouse to link Historically Black Colleges and Universities with research grant opportunities and capacity-building resources.** The HBCU Research Capacity Act would establish an interagency clearinghouse housed at the Department of Education to list grants Part B institutions are eligible for, share best practices, and coordinate agency reviews and reporting. - Part B HBCUs and their researchers would get a single federal portal listing grants they are eligible for and guidance to build research programs. These institutions currently receive less than 1% of roughly $60 billion in federal university R&D funding. - Federal agencies named in the bill would detail staff to support the clearinghouse, review their grant programs annually to identify funding aligned with clearinghouse recommendations, and report any program gaps to Congress. - The Department of Education would notify each Part B institution and Congress when the clearinghouse is published, provide annual updates, and offer optional quarterly updates to institutions that opt in.
