## Summary

**This bill would require the Commerce Department to identify and track *initial* export licenses to a given end user and report on them to Congress.** It would also direct the department to try to process later license requests for the same or similar items to the same ultimate consignee in a timely manner. - Exporters and applicants would have applications flagged when they appear to be the first license to a particular ultimate consignee or end user. After an initial license is issued, the department would attempt to process related follow-up applications more quickly. - The Under Secretary for Industry and Security would be required to consult with the Secretaries of State, Defense, and Energy when applying this rule and to submit a 90-day implementation report on changes to licensing policy or officer protocols. - The department must also provide an annual report, starting within one year, with counts, case details, outcomes, and reasons for granting initial licenses to the House Foreign Affairs Committee and the Senate Committee on Banking, Housing, and Urban Affairs. - The bill preserves the department's ability to delay or deny licenses for national security or foreign policy reasons.
