**Formal consideration of GAO recommendations** would be required when the President and the Director of the Office of Management and Budget prepare the annual budget, specifically the most recently published Government Accountability Office report 'Additional Opportunities to Reduce Fragmentation, Overlap, and Duplication and Achieve Billions of Dollars in Financial Benefits' or any successor report.
