## Summary

**Governmentwide fraud-prevention architecture.** This bill would create a permanent Inspector General for Fraud, Accountability, and Recovery and reconstitute the Treasury's Bureau of the Fiscal Service to run a mandatory governmentwide data-analysis center and the Do Not Pay system. - Federal agencies would be required to use the Fiscal Service's data tools and participate in the mandatory governmentwide data analysis program to detect fraud and prevent improper payments. The Office of Management and Budget may issue a directive by March 1, 2029 and agencies must report opportunities to use Fiscal Service analytics within 60 days. - State and local governments and other program partners would get data-sharing and analysis services to screen awardees, verify identity and eligibility, and spot fraud patterns. "Covered funds" are defined broadly and include pandemic and recovery programs and federal awards over $50,000. - Creates a permanent, governmentwide Inspector General with access to information technology and data, requires public-facing oversight and corrective actions, and transfers Pandemic Response Accountability Committee assets and obligations to the new Office on December 31, 2028.
