## Summary

**Expands telehealth and digital tools to improve maternal health and reduce racial and geographic disparities.** This bill would authorize Medicaid telehealth for pregnancy care through one year postpartum and create grant programs to build provider capacity, deploy digital tools, and evaluate what works to close maternal health gaps. - Pregnant people and families: It would allow telehealth screening, monitoring, and management for common pregnancy complications and cover those services for up to 1 year after pregnancy. - Providers and health systems: Grants would fund training in safety, implicit bias, maternal mental health, substance use screening, and remote patient monitoring, and support technology, distance learning, and technical assistance. Grants are limited to 5-year awards and must measure effects on access, quality, and outcomes. - Rural, shortage-area, Tribal, and underserved communities: Programs prioritize health professional shortage areas, high maternal mortality or severe morbidity areas, rural populations, and medically underserved groups including American Indians and Alaska Natives. The National Academies will study bias and best practices in maternity monitoring technology with a report due in 24 months. *Would increase federal spending by about $6.0 million per year for each of two grant programs from 2027 through 2031, or roughly $12.0 million per year during that period.*
