## Summary

**Transfers three F-14D Tomcat aircraft to the U.S. Space and Rocket Center Commission for public display and operation.** This bill would allow the Secretary of the Navy to convey three specific F-14D Tomcats to the Commission at no cost, with the Commission responsible for restoration, operation, maintenance, and compliance with federal and aviation rules. - The U.S. Space and Rocket Center Commission gets three F-14D Tomcats in as‑is condition and must pay all costs for conveyance, restoration, operation, and maintenance. The Commission may contract with a qualified nonprofit to restore the aircraft. - The Navy may provide any operations manuals and excess spare parts it deems necessary but is not required to repair or alter the aircraft before transfer. The Secretary may attach terms like demilitarization, indemnification, and restrictions on future disposition. - The aircraft may be used only for public static display, airshows, or commemorative events to preserve U.S. naval aviation heritage, and must meet Federal Aviation Administration limits and maintenance requirements as well as applicable export and security laws. - Upon conveyance, the United States is not liable for death, injury, loss, or damage from use by any person other than the United States. The Secretary can reclaim the aircraft if the Commission transfers possession without approval or violates key terms.
