## Summary

**Restorative justice** in elementary and secondary schools to reduce discipline disparities and expand culturally competent mental health support. This bill would establish an interagency commission to define restorative practices, create training and monitoring guidance, and recommend school psychologist and counselor staffing ratios. - Students and families: Students of color would get targeted work on culturally competent counseling and improved access to mental health support. The commission would develop ways to track which student groups participate in mediation and restorative practices. - Educators: Schools would receive standardized definitions and training materials on restorative practices, bias reduction, cultural competency, accountability checks, and classroom approaches to reduce emotional and social disruptions. - School systems and mental health staff: The commission would recommend psychologist-to-student and counselor-to-student ratios to lower caseloads and support evidence-based school climate interventions. It would also produce annual reports for four years and a final report with recommendations.
