## Summary

**This bill would create** Youth Advisory Councils at five federal agencies to give young people a direct voice on climate, pollution, and environmental justice in disadvantaged communities. The councils would shape research, performance measures, and programs that affect youth climate resilience and pollution exposure. - Young people aged 16–29 would serve on each council. Councils would include 15–25 nonfederal members and seek geographic and sector diversity. - At least 50 percent of members would come from, live in, or work in disadvantaged communities identified by the Justice40 Initiative or CEQ’s Climate and Economic Justice Screening Tool. Councils would advise on programs, measures, research, and pollution-reduction priorities affecting youth. - Each covered agency (EPA, Department of the Interior, Department of Energy, Department of Agriculture, Department of Commerce) would host a council, provide administrative support, and could form subcommittees. The bill would exempt these councils from the Federal Advisory Committee Act and would authorize $250,000 per covered agency per year for 2027–2037. *Would authorize about $250,000 per covered agency per year from 2027–2037, roughly $13.8 million total, increasing federal spending.*
