## Summary

**Standardize federal hazard risk assessment tools.** This bill would create a Commission at the National Institute of Standards and Technology led by the Under Secretary for Standards and Technology to recommend standards, data protocols, and procurement practices for hazard maps, risk scores, and other models used by federal agencies. - Federal agencies would be asked to incorporate the Commission's adopted standards when buying or using private-sector hazard tools and to require documentation showing tools conform to those standards. - Private-sector vendors would need to document conformity and disclose material changes to models that alter outputs by more than 10 percent. - State and local emergency responders and regulators would have representation on the Commission and would see federal uses and needs for hazard tools catalogued. - Insurance, banking, utilities, construction, real estate, transportation, and risk management sectors would sit on the panel so standards reflect market and infrastructure needs. - Researchers, structural engineers, and AI experts would help define key data inputs, validation methods, and transparency criteria for tool quality. - The Commission would produce a series of reports over several years and would terminate five years after it is established.
