## Summary

**Reduce reliance on legacy IT systems across the federal government.** The bill requires agencies to inventory old systems, create regular modernization plans, and follow Office of Management and Budget guidance for consistent reporting and oversight. - Agency leaders must compile an inventory of every legacy information technology system within 1 year and update inventories every 5 years, and they must include a legacy IT modernization plan within 2 years and every 5 years thereafter. - The Director of the Office of Management and Budget will issue criteria, templates, and instructions within 180 days to define legacy IT and standardize inventories and plans. - Agencies must make inventories available to Congress, inspectors general, and the Comptroller General on request and must submit modernization plans to relevant congressional oversight committees within 30 days of plan submission. - The law protects sensitive and national security information from disclosure, excludes national security systems from these requirements, and prohibits transferring legacy IT or equipment to the Chinese Communist Party, the People's Republic of China, or PRC-controlled entities. - The Comptroller General must review implementation and report to key committees within 3 years, including how this law interacts with existing programs like the Technology Modernization Fund. *Does not authorize additional funding and sunsets after 6 years.*
