## Summary

**Creates a Cetacean Desk to reduce vessel impacts on large cetaceans in San Francisco Bay and the Golden Gate.** This bill would create a four-year pilot inside the San Francisco Vessel Traffic Service to monitor large cetaceans, coordinate with vessel operators, and test detection and data-sharing technologies. - Vessel operators would receive near real-time sightings and direct engagement from desk staff in areas where large cetaceans are present to help avoid strikes and follow applicable laws and voluntary guidance. - Coast Guard personnel, ports, and maritime workers would run a time-limited pilot staffed by up to two full-time equivalent positions and may use local variances and cooperative agreements to train crews on buffer zones, speed practices, and seasonal no-go areas. - Scientists, the State of California, Tribal governments, and nongovernmental organizations would get improved data sharing and integration using existing programs and new technologies, including AI-enabled detection, tracking, and forecasting tools.
