## Summary

**Would require states to reserve at least 20% of federal capitalization grants under the State Revolving Fund for green infrastructure, water or energy efficiency, or other environmentally innovative projects.** That minimum would apply only when eligible project applications exist and when funds are provided in appropriations. - States: Would have to set aside not less than 20% of any capitalization grant funds they receive for eligible green or efficiency projects, subject to available appropriations and applications. - Communities and utilities: Projects that improve stormwater management, reduce energy use, or pilot innovative water technologies would face stronger chances of getting federal SRF support. - Program focus: The State Revolving Fund allocation rules would shift toward environmental innovation and efficiency by embedding a minimum funding floor for those project types, contingent on project eligibility and appropriations.
