## Summary

**Establishes mandatory internal-control plans and reporting to curb improper and fraudulent emergency spending.** Agencies must assess risks, use real-time payment monitoring, and run after-action reviews to strengthen emergency spending oversight. - Covered federal agencies must adopt internal-control plans that identify a senior accountable official, assess fraud and improper-payment risks, and implement real-time, data-driven payment monitoring. Plans are due within 1 year and must be reviewed at least every 3 years. - The Director of the Office of Management and Budget must issue guidance within 180 days and every 3 years. The Director also compiles agency plans and sends summaries to the Senate Homeland Security and Governmental Affairs Committee and the House Oversight and Government Reform Committee within 15 months and annually thereafter. - Within 180 days after initial emergency fund obligations, agencies must submit after-action reviews documenting control gaps, the number and amount of improper payments, recovery plans, and recommendations to improve controls.
