## Summary

**Creates a new pathway to discharge a parent's federal student loan when the student is permanently or long-term disabled.** It would let parents shed repayment responsibility when the student is permanently and totally disabled or cannot engage in substantial gainful activity due to a medically determinable impairment expected to result in death or to last at least 60 months. The Education Secretary would set regulations to determine disability status. - Parents: Parent borrowers would become eligible to have their loan liability discharged if the student meets the bill's disability standards. This relief would apply to loans taken out before, on, or after the date of enactment and would not depend on when the disability began. - Students with disabilities: Students who are permanently or long-term disabled would create an eligibility trigger that can remove parental repayment obligations. The bill defines the trigger as permanent and total disability or an impairment expected to result in death or to last at least 60 months. - Administration and rules: The Secretary of Education would be required to determine disability under regulations and to apply the 60-month duration standard for impairment-based discharges.
